All of the money made off the lottery is divided up among the state governments, education, winners, retailers, lottery administrators, charities, and social programs. Sure the lottery promises that chance of life altering jackpots, but it is a necessary evil that brings in a lot of money for funding public services and programs. It is easier to understand the whole lottery scheme and how it funds important state programs after seeing where the money goes to.
